TIP 393 and 411

I'm putting it here, cause I'm afraid it would get lost otherwise. I've sent those to TCT half year ago, but TIPs still stand "No implementation available". Well, here it is. Patches were made against 8.6.0 beta, shortly before final 8.6.0 was released. I guess they fit for 8.6.0 final too.

HaO 2013-05-29: I made the same error in the beginning. You have to edit the tip on your own, it is world editable... It is best to put the patches in a tcl/tk feature request on sourceforge (or on core.tcl.tk when this is migrated there) and link to it in the tip. We, the non-TCT TCL'ers should try to help the TCT guys.
