I understand this is a draft in the form of a web page... don't know the final format the book will be in... but...
Perhaps you need in each chapter's page a link to go back to the general ToC page.
For instance, something that allow me to go from a chapter back to the ToC .
I say this because I can navigate through different sections of a chapter and then using the back button will take me to the previously visited section although I might have preferred to go back to ToC to select another chapter.
