**Tcl: Changed behavior**

''[pkg_mkIndex] -load'' uses case-insensitive matching.

Multiple signs no longer allowed in valid integer:
[[[string] is integer ++1]] -> 0.

Command rename traces pass fully qualified command
names to trace handler.

**Tk: Changed behavior**
Tk now picks the first best matching font on the
font path (instead of the last).
