The ECMA is often approached for standardization by companies like [Microsoft] or [Sun], because its processes are faster and less rigorous than those of [ISO] or [ANSI].  This can have both upsides ([ISO] is s...l...o...w...) and downsides (disasters like PL/1 can get through!)
