Festtcl is a Tcl package to interface to [Festival], providing text to speech synthesis.
Festtcl can output speech waveforms via the Festival server or can retrieve the waveform as
binary data, which can then be output or manipulated with [Snack].

Festtcl can be used as a standalone interface, but it was orginally conceived and implemented to
work with [agi], a Tcl interface for the [Asterisk] telephony server.
