Yes, VisualGIPSY is Tcl-based.

The page pointed to above does not have an obvious link to license information; however, "GNU Artistic License" makes no sense. There is an Artistic License, and there are multiple GNU licenses (see http://www.opensource.org/licenses/ ), but they are not the same. -- escargo
