PIB modules are text files similar to [MIB] files for [SNMP].  They are written in the SPPI (Structure of Policy Provisioning Information) language, based largely on the [SMI] language used for writing MIB modules.  Where MIB modules describe the structure of management information for SNMP agents, PIB modules describe interfaces for policy information available in devices implementing the COPS (Common Open Policy Service) protocol.
