[[essentially unlicensable?]] - yes. the code is owned by the new owners of TeamWave and they are not indicating any intention to release the 22,000 lines of Java and Tcl .  If people want this badly enough, they should attempt to re-engineer it based on the paper [Mark Roseman] presented.
