KitCreator @ http://kitcreator.rkeene.org/kitcreator is designed for RHEL 5, but can build working Tclkits for Debian 9 (Stretch).
Here are a few suggestions that may help.

"KitCreator Version" -> "Fossil Trunk Tip"
"Tcl Version" -> Choose the latest numbered release, aka 8.6.8
"Platform" -> Select "Linux/amd64" if in doubt

If you want to include tclTLS for encrypted communication, check the following
 
"Package TLS"
"TLS: Statically link to LibSSL"
"TLS: Build LibreSSL for this platform"

Works a treat!
