For a proper "fluffy" event loop you need to either merge the afx message pump with Tk's event loop (which is based on lower windows message pump), or seperate their interactions with threads. ie. Tcl running idle and alertable in its own thread. All you have to do to stop the MFC GUI from redrawing properly is to use a blocking [[gets]] or [[read]] in Tcl.
