The idea here is to include in tcllib a set of tools making it easier to
write documentation.  To that effort, a set of tools is included so that
the tcllib author can write the documentation for his/her module in
a format agnostic manner, and then convert the documentation into Unix
man pages, HTML, and other formats.

The basis of the implementation is the '''expander''' package in [textutil],
a derivative of the [expand] macro processor.
