Htext2 adds bold and italic formatting and bullet lists to the simple
[htext] that [RS] presented.  It departs from the current wiki markup
format in favor of traditional setext.  This format is *much* easier to parse than wiki text and I've always liked it.

   * '''bold''' is enabled with *asterists around a phrase*
   * ''italic'' is enabled with ~tilte around a phrase~
   * bullet lists are created by placing a * in the first column and indented lines after a bullet continue the bullet description instead of going unformatted.

There was an issue including the code directly in a wiki page so I'll try to put it here [htext2.tcl]
