ntk frame command implemented as ::itcl::extendedclass ::ntk::classes::frame

Syntax:
    * ntk frame ?-bg rgbaList? ?-tile tileTheme?

Options:

    * -bg background default value is [list 127 127 127 255]
    * -tile tile theme default value is "" (other themes are not yet implemented)
