I used tclodbc 2.3 on Microsoft Windows XP Pro, and ActiveState ActiveTcl 8.4.9.0 to connect to a Microsoft SQL Server 2000 installation where I work. So far, at least, everything seems to be working smoothly.
26 May 2009 -- still working, but the procplace address seems to be stale. There's an archive at SUNet intact, however.
