I know that [Jeff Hobbs] has mentioned to me that it is a [basekit] in a dll form instead of in an .exe form.
It has all the symbols for a regular Tcl dll,
if a developer needs to link against it for developing a compiled program,
but it also has the features of a starpack, so it can contain extra extensions.]
