[Jeff Hobbs] has mentioned that stardll is a [basekit] in a [dll] form instead of in an .[exe] form.
It has all the symbols for a regular [Tcl] dll,
if a developer needs to link against it for developing a compiled program,
but it also has the features of a [starpack], so it can contain extra extensions.
