This procedure, a part of Tcl, is a command analogous to unknown and bgerror, that can be re-defined by an application to control error message display.
The default tclLog writes error messages to stderr.
There doesn't appear to be a man page for it. The one mention to it that I find is in the pkg_mkIndex man page.
