Part of [wm] command. Used to transform a non-toplevel widget into a [toplevel]. Great for things like toolbars that can be torn off.

Note that it should only be applied to a [frame] (''not'' a [ttk::frame]). It works for all three platforms (for [Aqua] on macOS since recent versions of Tcl 8.6, at least since Tcl 8.6.9).
