Here is a great interface for a TCL Notebook

Here is a great interface. It comes from a Notebook I have had programmed in C Sharp. I can't upload a screenshot unfortunately.

Not good, C sharp. French characters don't appear, it says a file is not present when it is. It surely does not have the look and feel of TCL.

Anyone interested in doing the same in TCL, let me know and I'll send you the screenshot.

Tcl can read(glob) file(names) up to the end of the complete UTF-8 range.
But You need explicitly set the or use an encoding for the string!
File(content) should be open afterwards with the corresponding encoding for French, like:

fconfigure $handle -encoding $encoding -eofchar {} -translation $translation

To upload a new image into the wiki, select on top "Tcler's Wiki" and "New page".
Type the title for the image and press "Create". On the next page chose the option to upload an image...
