Graphlet

is a graph editor, written in

Graphscript

which is simply Tcl/Tk plus a package "Graphscript", that is a wrapper around

GTL

which is a C++ library for managing graphs (in the Graph Theory sense).

The package is not open source, but available as a compiled binary for some platforms; it appears this was an academical project which tried to go commercial back in the dotcom era. It is unclear if it has seen any development after that time, but the Tcl API seems nice, and manuals are available on the website.
