Matt Newman wrote Tcl++ in 1997 (?) as a pure-Tcl re-implementation of [ incr Tcl ].
It is not being updated.

E. Gkioulekas did a different Tcl++/Tk++ in 1998, which he perhaps renamed to tclpp.
