TIP 393 and 411

Here I share links to implementation patches for TIP 393 and 411: http://sqlitestudio.pl/tcl/patches/

I'm putting it here, cause I'm afraid it would get lost otherwise. I've sent those to TCT half year ago, but TIPs still stand "No implementation available". Well, here it is. Patches were made against 8.6.0 beta, shortly before final 8.6.0 was released. I guess they fit for 8.6.0 final too.
